Rulers of all kinds, from feudal monarchs to democratic presidents and prime ministers, justify themselves to themselves through a variety of rituals, rhetoric, and dramatisations, using everything from architecture and coinage to etiquette and portraiture. This kind of legitimation - self-legitimation - has been overlooked in an age which is concerned principally with how government can be justified in the eyes of its citizens. In this book, Rodney Barker argues that at least as much time is spent by rulers legitimating themselves in their own eyes, and cultivating their own sense of identity, as is spent in trying to convince ordinary subjects. Once this dimension of ruling is taken into account, a far fuller understanding can be gained of what rulers are doing when they rule. It can also open the way to a more complete grasp of what subjects are doing, both when they obey and when they rebel.

In spite of the expanding role of public participation in environmental decisionmaking, there has been little systematic examination of whether it has, to date, contributed toward better environmental management. Neither have there been extensive empirical studies to examine how participation processes can be made more effective. Democracy in Practice brings together, for the first time, the collected experience of 30 years of public involvement in environmental decisionmaking. Using data from 239 cases, the authors evaluate the success of public participation and the contextual and procedural factors that lead to it. Thomas Beierle and Jerry Cayford demonstrate that public participation has not only improved environmental policy, but it has also played an important educational role and has helped resolve the conflict and mistrust that often plague environmental issues. Among the authors' findings are that intensive 'problem-solving' processes are most effective for achieving a broad set of social goals, and participant motivation and agency responsiveness are key factors for success. Democracy in Practice will be useful for a broad range of interests. For researchers, it assembles the most comprehensive data set on the practice of public participation, and presents a systematic typology and evaluation framework. For policymakers, political leaders, and citizens, it provides concrete advice about what to expect from public participation, and how it can be made more effective. Democracy in Practice concludes with a systematic guide for use by government agencies in their efforts to design successful public participation efforts.

Governments in recent decades have employed public disclosure strategies to reduce risks, improve public and private goods and services, and reduce injustice. In the United States, these targeted transparency policies include financial securities disclosures, nutritional labels, school report cards, automobile rollover rankings, and sexual offender registries. They constitute a light-handed approach to governance that empowers citizens. However, as Full Disclosure shows these policies are frequently ineffective or counterproductive. Based on a comparative analysis of eighteen major policies, the authors suggest that transparency policies often produce information that is incomplete, incomprehensible, or irrelevant to the consumers, investors, workers, and community residents who could benefit from them. Sometimes transparency fails because those who are threatened by it form political coalitions to limit or distort information. To be successful, transparency policies must place the needs of ordinary citizens at centre stage and produce information that informs their everyday choices.

Deze publicatie pluist de relevante wetteksten voor de sector uit en licht ze toe.Welke bijdragen bundelen we in deze publicatie? De auteurswetgeving, en dan vooral met betrekking tot de (uitleen-)vergoeding. Hoe zit dat nu juist? Joris Deene (Everest Law en Samenwerkingsverband Auteursrecht & Samenleving, kortweg SA&S) en Michiel Elst (juridisch adviseur Vlaams Parlement) leggen het ons haarfijn uit in hun bijdrage.Nog een heikel punt in de bibliotheek, de culturele sector en de samenleving in het algemeen is privacy. Wat mag, kan en wat niet? Wat is nu eigenlijk die GDPR? In Privacy in (openbare) bibliotheken neemt Kevin Linsingh (Erasmushogeschool Brussel) alle twijfels weg over hoe we hiermee moeten omgaan.Het juridische statuut van de bibliotheek is moeilijk te vatten en daarom ook niet eenvoudig qua Formele motiveringsverplichting, openbaarheid van bestuur en hergebruik van overheidsinformatie. While the trend toward greater transparency will bring many benefits, Kristin M. Lord argues that predictions that it will lead inevitably to peace, understanding, and democracy are wrong. The conventional view is of authoritarian governments losing control over information thanks to technology, the media, and international organizations, but there is a darker side, one in which some of the same forces spread hatred, conflict, and lies. In this book, Lord discusses the complex implications of growing transparency, paying particular attention to the circumstances under which transparency's effects are negative. Case studies of the 1994 genocide in Rwanda and the government of Singapore's successful control of information are included.
